The evaluation factor were extracted to build an industrial heritage evaluation system that was applicable to Changsha，which was based on domestic and foreign industrial heritage protection laws and regulations． The analytic hierarchy process (AHP) and yaahp software were used to determine the weights of the factors，and it was attempted to use the study combining a quatitative method with a quantitative one to make the industrial heritage evaluation in Changsha scientific，logical．
