Abstract: The industrial heritages are at a balanced point of start and rise． Concept definition，case introduction and policy introduction stage were discussed in-depth by the academic circles． The reasonable use of the value identification pattern and investigation methods of industrial heritages has become the key point during the activation ways of adaptive reuse of the industrial heritages． The industrial buildings in Yinchuan have some regional characteristics． The important value of the industrial heritages in the history，culture，economy，technology and buildings etc of a city was redefined by the value identification methods． There are many problems on the economic market that accommodates high-degree urbanization． Hence，reforming methods and activation ways adapting regional characteristics were proposed to solve the urgent matters． It was attempted to construct a complicated balance for the normal development of regional economy and multi-cultural network．
