Abstract: A rapid development of economy leads to increase in energy consumption. How to deal with the relation between development and eneryg- saving is a major issue of realizing a sustainable development. It is deeply explored that the activity of making policy and standard, determination of proper energy- saving target, material encouraging policy, the positions of all parties in environment of building energy-saving market, according to policy and standards as well as constructing a building energy- saving market, which are demonstrated by cases abroad. It is expected to be useful for the development of energysaving in China.
